Cenovel starts again after equipment is removed: the start-up check no longer counts a removed switch's kept history against the switches still polled.

- After 2.0.10 cleared what deleted switches had left behind, or after a switch was removed from Cenovel, the next start stopped at a check that compared poll history with the switches still polled, and Cenovel answered as not ready. The check now asks that every switch still polled has its history, and a removed switch's history is kept.
Upgrade notes
- One check changed, no database change. Install it as you installed 2.0.10. An instance that stopped at this check after its 2.0.10 upgrade starts normally with 2.0.11.
